Static Web page is an web page that displays the same information for all users, from all contexts. It provide the classical hypertext, where navigation is performed through "static" documents.
The static web page source code are "all the time the same" at the server, and this code (and what it displays) will the same at all clients that requested it, "all the time".

Although it may be updated from time to time (by the web designer), it does not change with each user or retrieval context. Contrast with Dynamic web page.

A simple HTML or XHTML file, without Flash or Javascript, on server (with your respective URI), is a example of static web page.
